The following update will be published in November's Parish Magazine.
Escrick Parish Council:
Highways:
A19/Skipwith Road junction scheme: At the time of writing we are waiting for the final proposal from North Yorkshire County Council, which is required to support our application for authority to borrow the funds for the scheme. This has taken longer than expected, but we continue to chase this along.
Vehicle activated speed sign: We have received a £1000 grant from North Yorkshire County Council towards the cost of a vehicle activated speed sign (approximately a third of the total cost). The sign will initially be located on Skipwith Road in the vicinity of the bridge, alternating between a southbound and northbound orientation. We can consider installing further mounting posts elsewhere in the village in future.
Street sweeping and tidying:
The Parish Council has a small budget to pay someone to undertake seasonal street sweeping on key pavements and footpaths in the village, and locations such as the bus shelter. If you may interested in this work, please contact Kevin Moran: Cllr.Moran@escrick.org
New Clerk:
We welcome Sally Look as the new Parish Council Clerk, following the resignation of the previous clerk for personal reasons in the summer.
Planning:
Caravan / leisure park at former North Selby mine site: The proposed site has been reduced in scale, mitigating several of the concerns previously raised by the Parish Council. The Parish Council will continue to push for further mitigations to improve the quality of the proposals
Clay extraction west of business park: A planning application has been submitted for the phased ‘quarrying’ of clay from a 150 acre site north and west of the business park, over a period of 20 – 30 years from 2023. The Parish Council has raised concerns about the impact on highways (forecast ~ 100 additional HGV entries/exits per day), the loss of agricultural land and disruption from noise/dust. The Council is also seeking robust assurances that unlike other sites in the district that timely restoration will be enforced

Neighbourhood Development Plan - October workshop

The NDP project is developing an Neighbourhood Development Plan, which will form part of the local planning policy and will influence how Escrick develops over the next 10 - 15 years.

As a next stage in the process we are holding a drop-in workshop on Sunday 20th October between 3pm and 4.30pm in the village hall.
This session will focus on the areas of:
- Transport and Movement
- Community and Facilities
This is an opportunity to see the emerging issues and the options identified for consideration. This is an informal and interactive session, with the opportunity for all to contribute.

Selby station redevelopment consultation

Selby District Council has got big ambitions for the area around Selby station.
They want to make it easier to get to and from the station, to create new links to development sites in the town centre and to open up the space between the station and the Abbey to make arriving by train and bus into Selby a special experience.
The District Council will be bidding for some money from central government to help make this happen.
Before they submit their detailed funding bid, they want to hear from you. Check out their plans and tell them what you think.

Highways:
A19/Skipwith Road junction scheme: We have submitted the application for authority to borrow funds and are awaiting feedback. We are aware that people are keen to know when the scheme will be implemented, but at this stage of the process it is unclear when this will be, but it will be months rather than weeks. There are a number of procedural steps we need to go through to get authority to borrow, apply for a loan, and contract with North Yorkshire County Council for the work.
We are aware that some people regard the scheme as unnecessary and would prefer different options to be pursued. To recap the key points outlined in the public consultation, this is the only option that the highways authority considers to be implementable that addresses the concerns raised.
Vehicle activated speed sign:
The County Councillor has made available £1,000 grant towards the cost of a vehicle activated speed sign for Skipwith Road.
Neighbourhood Development Plan:
The project is now moving forward to schedule public consultation on the core themes. We will hold a public meeting on “Transport and Movement” and “Community and Amenities” at the village hall on Sunday 20th October. Planning:
Former North Selby mine site: At the time of writing the planning authorities are still considering the application. Highways England has lifted its ’notice of non-determination’ on the application, being satisfied that the impact on the A19/A64 junction is acceptable. We understand that the size of the proposal has been reduced by approx. 20%, albeit this has not been formally confirmed.
Former Stillingfleet Mine site: At the time of writing there is no further update on the application for a waste sorting centre.
Escrick brickworks tip variation: At the time of writing there is no further update on the application to extend the volume of waste to be deposited at the site.
Clay extraction west of business park: A planning application for clay extraction is expected soon.

Theft of tools from van, Escrick

Overnight from 22nd September to 23rd September, a White Ford Transit Panel Van was broken into whilst it was parked in the car park of The Fat Abbot near to The Parsonage Hotel, Escrick. The ignition of the van was found to have been tampered with, the locks had been drilled and a quantity of tools were found to have been stolen from within.
Please remain vigilant with vehicle security and remove all tools from vehicles overnight. Please report any information to NYP on Tel 101 ref 12190176587
Yorkshire 2019 Para-cycling event

Tadcaster is getting ready to welcome visitors to a cycling festival that celebrates the Yorkshire 2019 Para-Cycling International event this weekend.
There will be various local road closures including the A19 - see link below for details
The Tadcaster Cycle Festival and para-cycling start event takes place in the town on Saturday 21 September. A range of activities to help celebrate the day are being organised by the Tadcaster Events Management Project Team.
Kirkgate and Westgate will be the main community activity area. There will be the chance to try out different types of cycles, including the adapted bikes para-cyclists use, KMX karts, Mega bikes and rickshaws. Lots of local community groups and clubs will have stalls showcasing activities on offer locally and there’ll also be craft and food stalls. Inspiring healthy lifestyles will be offering free health checks at their stall.
Local radio will be broadcasting from the event and big screens will show the action from the para-cycling race. Tadcaster is one of three start locations in Yorkshire before the riders finish in Harrogate. Different classifications of riders set off from the different start locations depending on their abilities. More than 100 riders are expected to race from the town on the 57km route to Harrogate. The Tadcaster start sets off at 2pm although riders, who have set off Beverley earlier in the day, will pass through the town just before the 2pm start.
The Barn at Manor Farm will see activities on the skate park and crafts courtesy of Tadcrafters, as well as hosting a café. Selby District Council’s leisure providers, Inspiring health lifestyles, are helping to organise some of the activities taking place.
David Gluck, from TEMPT, added:
"The Community Hub on Kirkgate and Westgate is going to be an amazing space for the day - so much for families to do, close to the Start Line for the racing and just round the corner from the John Smith's Brewery pop-up, the Barn's BMX and skate park and loads of other great activities throughout our special little town!"
Wellbeing manager, Dani Penney, from Inspiring healthy lifestyles, added,
“We’re really excited to be working with TEMPT on the lead up to and after the event. Our aim is to develop opportunities for inclusive cycling across the district; we have a number of fantastic opportunities in store over the coming months including free cycle coaching, guided rides, inclusive pop up events and free cycling related giveaways.”
Lead executive member with responsibility for housing, health and culture, Cllr Chris Pearson, commented,
“This is a fantastic opportunities for the community to come together to watch these inspirational athletes compete at the highest level.”

Delayed recycling collection - Mon 2nd September

Selby District Council have just informed us that some areas did not receive their recycling collection as scheduled today. This was due to a vehicle breakdown.
Should any resident contact you to report their recycling was missed today please would you inform them to leave their boxes presented for collection and the crew will return as soon as possible to empty them; the affected areas were:
- Escrick
- Skipwith
- Stillingfleet
- Kelfield
- Riccall

Vacancy for Clerk and Responsible Financial Officer
Escrick Parish Council seeks a highly motivated, enthusiastic person to take on the post of Clerk to the Council and Responsible Financial Officer.
We are an active Parish Council that meets monthly; is developing a Neighbourhood Development Plan; proactively responds to planning consultations; oversees the village green and playing fields; and invests in amenities such as new street lighting, dog waste bins, a vehicle activate speed sign, and a traffic light scheme.
The post is part time, average 6 hours per week. Working mainly from home, the hours of work are generally flexible except for attendance at meetings.
Salary on pay scale LC2 (points 18-23) dependent upon qualifications and experience (2019 rates: £12.89 per hour rising to £14.03 based on experience and performance).
Must be well organised, able work from own initiative, computer literate and available to attend Council meetings in the evening of the first Monday of each month.
Duties will include: General administration; managing finances; managing suppliers; compiling and publishing agendas; minute taking; managing correspondence; ensuring compliance with legislation and adopted policies; implementation of the decisions of the Council.
The role suits either someone with good local knowledge willing to learn the role of Clerk, or an experienced Clerk willing to develop good local knowledge.
Training in all aspects of local government administration, leading to CiLCA qualification will be provided if required.
