As your Police, Fire and Crime Commissioner for North Yorkshire and the City of York one of Commissioner Zoë’s statutory duties is to set the precepts for North Yorkshire Police and North Yorkshire Fire and Rescue Service, something every Commissioner must do every year.

This year, more than ever, it is important that Commissioner Zoë hears from as many people as possible. She knows that many individuals and families are facing challenging times, but so are our services, and Commissioner Zoe’s wants to make sure that our police and fire services can continue to invest in the vital work they do for our communities to keep everyone safe.

It is never easy asking for more money, but any increase in funding will be considered carefully. Before setting the levels of precept for the two services, Commissioner Zoë would like to know your views on possible options.

The Making of Escrick Neighbourhood Development Plan

Following the referendum on 6 October 2022, the Escrick Neighbourhood Development Plan was formally made by Selby District Council on Tuesday 13 December 2022.

Local Plan consultation info from Selby District Council:

This is the version of the Local Plan that the Council proposes to submit to the Secretary of State for examination and therefore there are prescribed questions which we must ask to fulfil the requirements of legislation. In order to help people to comment on the plan we’ve published a Regulation 19 Guidance Note (a copy is attached).  The tests of soundness can cover a broad range of planning issues such as whether the approach is the right spatial strategy, whether key issues have been considered or if it meets the requirements of national policy.

A “Frequently Asked Questions” note is also published which provides background information on the Local Plan process.  This can be found at Frequently Asked Questions Publication close date 28 Oct2022.docx (live.com)

With regards to the process for responding to the consultation, we have produced a note on how to use the consultation software which can be found at Publication Local Plan - Objective Instructions and Help Sheet.pdf (selby.gov.uk) In addition to submitting comments via the consultation portal, people can download and print off a comment form, which can be sent to us via email or by post (a copy is attached). Alternatively, people can email or send letters directly to us as long as they provide their name and address.

Publication Local Plan - Objective Instructions Help Sheet

Should a resident not have access to the internet, upon request Selby District Council have facilitated posting a copy of the plan to the resident and have welcomed comments via post. Please head your document ‘Local Plan (Heronby) feedback’ and send to Selby District Council, Civic Centre, Doncaster Road, Selby, YO8 8FT. They will also take receipt of comments via the Local Plan email address (localplan@selby.gov.uk) and will process the comment into Objective from their side.  Letters must include your name and address, then they will be processed and taken into account as feedback.

We have argued strongly that the SDC portal system (A and B routes above) is unnecessarily complex and off-putting for residents. Anyone who finds this is the case should use the email / postal routes (C and D options above) to give their feedback. Please note SDC are now making the following three point statement regarding content of feedback, so we suggest any objections are headed by you under one or more of these categories, to ensure your objections are processed.

2. Soundness – has the plan been positively prepared, justified, effective and consistent with national policy?

Escrick Neighbourhood Planning Referendum - Thursday 6 October 2022

Following the Examiner's Report on Escrick Neighbourhood Development Plan, Selby District Council has produced a Decision Statement (as required under Regulation 18 of The Neighbourhood Planning Regulations 2012, as amended) which sets out the Council's response to each of the recommended modifications contained within the Examiner's report. 

The Decision Statement confirms that, subject to the recommended modifications being made to the Escrick Neighbourhood Development Plan, the Escrick Neighbourhood Development Plan should proceed to referendum.

The date of the referendum is Thursday 6 October 2022. 

Voting will take place between 7.00am and 10.00pm at Escrick and Deighton Village Hall.

The deadline to apply for postal votes is 5.00pm on Wednesday 21 September 2022. For proxy applications it is 5.00pm on Wednesday 28 September 2022.

Neighbourhood Plan update - July 2022

The Escrick Neighbourhood Development Plan 2021 - 2035 has been examined by the Independent Examiner, Mr Patrick T Whitehead. The Examiner has recommended that, subject to a number of proposed modifications, the Escrick Neighbourhood Development Plan should proceed to referendum on the basis that it has met all the relevant legal requirements.

The proposed modifications are helpful and improve the clarity, consistency and usability of the Plan.

The next steps in our journey are shown below. We are at the end of Step 5.

Step 5: Independent Examination

  • local planning authority sends Plan and representation to the independent examiner
  • independent examiner undertakes examination
  • independent examiner issues a report to the local planning authority and qualifying body
  • local planning authority publishes report
  • local planning authority considers report and reaches own view 
  • local planning authority takes the decision on whether to send the Plan to referendum

Steps 6 and 7: Referendum and bringing the neighbourhood plan or Order into force

  • relevant council publishes information statement
  • relevant council publishes notice of referendum/s
  • polling takes place (in a business area an additional referendum is held)
  • results declared
  • should more than half of those voting vote in favour of the Neighbourhood Plan, the Plan comes into force as part of the statutory development plan for the area
